Albert Spaulding
Albert SpauldingWorking his way through college at the docks in Cape May, New Jersey, Albert Spaulding adopted the principles of hard work, perseverance, and determination as his lifelong mantra. This mantra has served him well during his 25 years as an officer in the United States Army and his more than 20 years as a business executive.

Because of his broad-based management experience, Mr. Spaulding has unique knowledge and skills related to procuring and administering contracts for the United States Congress, federal agencies, and private corporations. He is proficient in training, systems engineering, acquisition management, technical problem solving, and research and development. He served as chairman and CEO of a highly successful information technology firm, which he founded in 1982. Using his comprehensive understanding of training nuances and challenges, he redeveloped technical instruction for Cisco Systems and was one of only ten companies in the United States certified to deliver Cisco training and was one of the first to use meta-dating for Hewlett-Packard, Sun Systems, IBM, and Microsoft training.

Despite the demands of his successful business career, Mr. Spaulding supports local and national organizations that focus on improving the plight of other minorities. He actively supports such organizations as the National Urban League and the NAACP. In 1989, he established the ARS Computer Mentor Program. Under this program, ARS employees serve as adult role models for at-risk school children in grades two through five. These youngsters receive an early introduction to computers and communicate with their mentors through the ARS electronic mail network.

As the founder and owner of a world-class small business, Albert Spaulding is a true American success story, and he has a well-deserved reputation among elite business executives.

Mr. Spaulding has a BA degree in civil engineering from Hampton University in Hampton, Virginia, and an MA degree in business administration from Northwest Missouri State University. He also served as Secretary-Treasurer, Vice President, and President of the Washington Chapter of the Armed Forces Communications and Electronics Association (AFCEA) and co-founded the Army ADP Alumni Association, a professional association of information technology and information management professionals.

Jerry McCargo
Jerry Alexander McCargoJay McCargo has more than 20 years of experience working with organizations from Fortune 500 companies to small businesses and everything in between. His understanding of the operations of diverse organizations and his ability to think and work outside of the box are the keys to his professional and personal success.

Mr. McCargo has filled executive management roles in technology marketing, corporate development, business development, program management, and sales.  Most recently, he served as Vice President of Marketing for AT&T Government Solutions, a multi-billion dollar strategic business unit of AT&T, where he had full responsibility for marketing programs and communications, offer management including segment specific pricing strategy, segment planning and performance, and sales activation-related functions and programs.

Before joining AT&T, Mr. McCargo held senior executive leadership positions as Vice President of Business Development for WAM!NET Government Services, Executive Vice President Sales and Marketing for NCI Information Systems, and Vice President of Sales and Marketing for the Information Technology Solutions business sector at Unisys Federal Systems. He was also a Director of National Accounts for Verizon Federal Systems.

Mr. McCargo has a BA degree in English from the University of Rhode Island and an MA in business administration from American University. He has professional certification from both the Wharton School of Business and George Washington University.

Robert Mortis
Robert MortisRobert Mortis joined ARS in 1993, after serving 27 years in the United States Army and retiring a Colonel. He has been ARServices’ Executive Vice President since its incorporation. Mr. Mortis’ personal mantra has always been to “serve and protect.”

Mr. Mortis has consistently demonstrated outstanding supervisory, strategic planning, program implementation, training, and human resource application and management skills. Throughout his military career and corporate experience, he has demonstrated an exceptional ability to manage multiple, complex projects and initiatives simultaneously. Strategic planning and implementation have been both specific and inherent responsibilities in each of his positions and job assignments since 1982.

Mr. Mortis has been and is responsible for all government business operations within ARS including management, sustainment, and growth. He provides leadership and oversight and directs the resourcing for diverse contracts and projects. He actively participates in strategic and tactical business planning and implementation, helps establish revenue goals, and provides significant input and influence in the corporate ISO 9000 Quality Management processes.

Mr. Mortis successfully uses qualitative and quantitative assessment tools and techniques in managing and measuring the company’s effectiveness in meeting its strategic plan milestones. Mr. Mortis has been an asset for ARServices, Limited, for more than fourteen years.

Mr. Mortis has a BS degree from the University of Baltimore and an MS degree from Central Michigan University. He attended the United States Army War College and participated in Perry Johnson’s Lead Auditor and Auditor Quality Management Training.
